Summary: On the eve of independence, Joseph Kasella Bantu, the Publicity Secretary of the Tanganyika African National Union (tanu), wrote a pamphlet calledWhat TANU Is and How It Worksin an effort to describe Tanganyika’s national movement to an overseas audience and to non-Africans in Tanganyika. He was also trying to explain the organization and aims of tanu to its own members. Bantu’s attempt reflects a perpetual concern of tanu leaders with establishing the identity of the party, elucidating its structure and functions, and defining new roles for tanu. It may seem paradoxical that a national movement, having become a
